Trump Unveils ‘America First’ Strategy for US Arms Transfers

(MENAFN) US President Donald Trump on Friday signed an executive order launching an “America First Arms Transfer Strategy,” reshaping how Washington approaches the sale of US-made weapons abroad.

Under the directive, the federal government is instructed to treat arms exports as a key instrument of US foreign policy, while simultaneously increasing domestic defense manufacturing and reinforcing the country’s industrial foundation.

The order states that American military hardware is “the best in the world” and argues that weapons transfers should be applied more strategically to serve US national security goals, stimulate domestic production, and strengthen military preparedness both at home and among partner nations.

As outlined in the directive, the administration will give priority to foreign arms deals that help expand US manufacturing capacity for weapons systems and platforms considered most relevant under the National Security Strategy.

The strategy also highlights the role of foreign investment in supporting US reindustrialization efforts, improving supply-chain durability, and advancing innovation within the defense sector.

This includes encouraging greater involvement from nontraditional companies in defense production.

In addition, the policy calls for favoring arms transfers to countries that increase their own defense spending, hold strategic geographic importance, or play a role in supporting US economic security. At the same time, it seeks to prevent arms sales from worsening production backlogs that could undermine the readiness of US or allied forces.

According to the order, within 120 days the defense secretary—working alongside the secretaries of state and commerce—must submit a list of priority weapons systems that the United States will actively promote for purchase by allies and partners.
